Mission Statement
The mission of the North Carolina Association of County Boards of Social Services
is to
inform, educate, and empower
Board members to become more aware of their duties and responsibilities.
The goals and purposes of the North Carolina Association of County Boards of Social Services are
to serve as an advocate for the interest of County Boards of Social Services, County Departments of Social Services, employees of County Departments of Social Services and the clients of County Departments of Social Services at the county, state, and federal levels of government;
to plan, develop and provide education and training programs for members of County Boards of Social Services; provide information to members of County Boards of Social Services regarding issues affecting the administration and financing of public assistance and socials services programs, and to provide a forum for the exchange of information and ideas among County Boards of Social Services;
to increase public understanding, acceptance and support of public assistance and social services programs in North Carolina; and to promote closer working relationships between County Boards of Social Services and County Boards of County Commissioners, the Department of Health and Human Resources, and other public and private human services agencies and associations.

Board Member Training
NCACBSS (THE ASSOCIATION)
The North Carolina Association of County Boards of Social Services (NCACBSS or the Association) consists of current and prior active county board members that are elected to specified terms as outlined in the by-laws. The board structure consists of the Executive Committee and fifteen (15) NCACBSS Region Directors.
The Executive Committee is comprised of the President, Vice-President, Secretary, Treasurer and Past President. Two-year terms are served with two (2) alternating term cycles to maintain successful operations.
The board of directors consists of fifteen (15) Region Directors, three (3) Directors for each of the five (5) NCACBSS regions.
The Executive Committee and NCACBSS Region Director positions are elected by the membership during the annual business meeting
Each North Carolina county agency joins the Association by paying annual membership dues. These dues provide the operating budget for the Association and cover expenses that include newsletters, website maintenance, publications, literature, lobbyist fees, membership dues of other DSS organizations, meeting expenses, etc.
The Association is involved with many other boards and organizations at the state level to facilitate improvements in the social service system in North Carolina. The Association is the voice for the local boards at the state level and is affiliated and/or a dues paying member of several organizations. Board members are responsible for attending regular meetings of the affiliates, making the needs and positions of county social service boards heard.
The annual business meeting is a meeting of all county board members and guests held in the fall of each year. The meeting is held in conjunction with the annual Social Services Institute. NCACBSS representatives are members of the SSI planning committee and are responsible for the NCACBSS meeting session agenda and the business meeting agenda.
Educational sessions specifically for board members are presented during the annual meeting in a variety of forums that encourage networking with peer board members of other counties. The annual meeting also provides the atmosphere to network with DSS management and staff from the state and other counties.
NEW COUNTY BOARD MEMBERS: Annually new board member training is held. The training is conducted during the NCACBSS annual business meeting with presenters /trainers from various aspects of DSS services.
The training program for 2012 was held on October 26, 2011. Presenters/trainers included Sherry Bradsher, Director, NC Division of Social Services; Aimee Wall, University of North Carolina School of Government; Susan Osborne, Director, Alamance DSS; and Joe Raymond, Director, Forsyth DSS. Based on evaluations completed by the attendees the training was well received.
